The load design command is used for a consistent design across multiple databases. From the Domino administration guide under "Synchronizing databases with master templates" I have listed an excerpt below for your reference, please see the guide for more details:
To use a consistent design for multiple databases, database designers can associate databases or elements within databases with a master template. Designers can manually synchronize databases with a master template, but more often they rely on the Designer task to do this. When a master template design changes, the Designer task updates all databases that inherit their designs from the master template. The Designer task runs daily by default at 1 AM. The Updall task, which runs by default at 2 AM, updates the view indexes of databases changed by Designer.
The load convert command is used for automatically upgrading the design of databases. See the Domino administrator guide "Upgrading mail files with the mail conversion utility" for further details in addition to the excerpt below:
When you upgrade users' mail files to the Notes 8.5 mail template or to the Lotus iNotes (8.5) template, you can upgrade one file at a time or use the mail conversion utility to automate upgrading the design. Be sure that you have already upgraded the Domino server that hosts the mail files and the Notes clients that access those files, or users will not be able to use the features in the new design. Upgrade mail files at a time when users won't be accessing them -- for example, early mornings or over a weekend. Notify users that their mail files will be unavailable during the upgrade.
You can also use the mail conversion utility to convert a mail design from one language to another language and to migrate from Microsoft Exchange.
